City-owned residential
properties fall into one of three categories:
- Improved: Properties
with an existing structure.
- Buildable: Vacant
lots large enough to accommodate significant development.
- Non-buildable:
Vacant lots that are not large enough to accommodate significant development.
Each type of property
has a different process for selling. Only properties with a clear title
and have been approved for sale by the City Commission will be sold.
Improved Properties
Improved properties are offered for sale through a sealed competitive
bid process held twice yearly, usually in the spring and summer. Prior
to the bidding process, notification is sent to prospective buyers.
This notification includes available properties, bid due date, and terms
of sale. The property is typically awarded to the bidder offering the
highest purchase price, best rehabilitation plan, and intends the residence
to be single-family owner occupied.
Occasionally, an improved property needing little rehabilitation is
listed for sale via the Grand Rapids Multiple Listing Service. An offer
to purchase such a listed property may be tendered through a realtor
or submitted directly to the Citys Economic Development Office.

Buildable Lots
Buildable lots are sold for market value and the purchaser must commit
to developing the property within one year of purchase. To purchase
a buildable lot, a written purchase proposal must be submitted that
outlines the purchase price being offered, explains the proposed development,
and demonstrates financial ability to complete the development. The
proposal must also contain a site plan that has reviewed and tentatively
approved by the Citys Development Office.
Occasionally, a buildable lot may be listed with the Grand Rapids Multiple
Listing Service. An offer to purchase such a listed property may be
tendered through a realtor or submitted directly to the Citys
Economic Development Office.
Non-buildable Lots
Non-buildable lots are typically sold only to an adjacent neighbor that
shares a common side lot line. To purchase a non-buildable lot, you
must complete an application, which initiates a formal review process.
